Bake and cool cookies. Melt each color of candy coating in separate bowls. Hold onto edge of cookie and dip top side into coating. Allow excess to drip off before turning cookie over. Allow to set. Make parchment cones and spoon the melted candy coating into the cones or use candy writers. Pipe details on each cookie using parchment cone or candy writers. Allow candy coating to set before piping adjoining colors. Keep parchment cones filled with candy coating and candy writers in a heating pad when not using to keep them fluid. Attach edible eyes with dot of melted candy coating.
